Description:
    Stasis is the technology of putting objects into a state in which they do not change.  This is usually manifested as having a mirror surface which reflects all frequencies of light as well as subatomic particles and even neutrinos.  The idea is that absolutely nothing within the stasis shield changes for as long as the stasis endures.  There are two versions I have encountered: one where the stasis lasts for a certain pre-specified time, and cannot be altered until then, and the other where a stasis does not wear off on its own, but can be canceled externally by a technology related to the Stasis technology which created it.  The shapes of stasis-enclosed objects might be flexible, or pre-specified.
    Stasis is a very powerful technology in the military sense.  Since the objects within stasis simply do not change, this is a sort of ultimate protection from harm.  (The danger of your opponent dropping your stasis-enclosed ship into the sun mitigates this, however.)  Warfare for those who have stasis and powerful weapons becomes a mostly computational affair, deciding on proper times and places to go into and come out of stasis.
    If variable-shape stasis objects are allowed, then stasis becomes a powerful construction mechanism.   Since stasis objects do not change shape, a ribbon-thin support beam in stasis would be sturdy enough to hold up a major bridge, for example.  As such, it provides immense bonuses to the various Construciton development levels.
    If no good interstellar propulsion technology exists, Stasis provides a reasonable fallback propulsion mechanism.  Simply strap a nuclear weapon to one side of a stasis-enclosed ship, let it go off, and the ship's moving pretty fast.  The ship can then come out of stasis, and the process be repeated as necessary to achieve the desired speed.  This really isn't a good idea for an interplanetar/obital propulsion device unless you really don't care about the integrity of the planet you're using.
