    This technology may take many forms.  It could be limited to extrasensory perception (perception of places and times you can't see, smell, etc.). 
    Telekinetics is moving or altering objects with mental powers.  The power and range of telekinetics may (or may not) be very limited.  Effective telekinetics may be limited to the available sensory range, so that a telekinetic individual without extrasensory perception could not affect objects beyond vision (at least not without mechanical aids to vision).
    Prescience is the ability to predict what will happen before it does.  It gives the ability to dodge weapons with near-perfect performance.  Prescient population control allows one to predict who within a population will cause problems, and preemptively remove them (think Minority Report, but potentially much better).
    Psychic training is the science of training members of the population to become psychics (since it doesn't seem to happen naturally).  Improvements will allow more people to become psychic, and improve the abilities they will gain.
    Telepathy is the ability to "read" another individual's mind.  The distance allowed and the completeness of the reading may (or may not) be very limited.  Telepathy combined with telekinetic weapons would allow an individual to read an enemy's mind to find the vulnerable points of an enemy ship, and with very small damage, destroy just those points.  Telepathic education consists of a single telepathic individual who understands a topic transfering it directly to the mind of someone who needs to understand it.
